NMRA CV 64 - Rule 17 Dimness Setting

CV 64 can be used to change how dim a lighting output will be when programmed to the "Rule 17" or "Constant Dim 1" Lighting Effect.

This CV has a valid range of values from 1 to 30, with 1 being the most dim (least bright) and 30 being no change from full brightness. The ideal value for this CV will vary if you use LED's versus incandescent lights, with higher values typically beign better suited for incandescent lights.
