This CV sets the voltage level above which the DC mode motor will start while the decoder is in "Regulated" DC power supply mode.

NMRA CV 16.0.264 DC Mode Regulated Supply Motor Start Voltage

This CV controls what the track voltage must be on the rails before the decoder motor will turn on and start running while the decoder is in "Regulated" DC power supply mode. If this value is too low you may find that the decoder will try to move and then shut off, sometimes repeatedly. If you see this behavior increase the value in this CV.
