NMRA CV 16.0.262 DC Mode Regulated Supply Quill Voltage Delta

This CV sets the change in voltage required to trigger a grade crossing quill while the decoder is in "Regulated" DC power supply mode. The higher the value in this CV, the larger the change in voltage must be to trigger a grade crossing quill. The DC mode automatic quill must first be enabled via CV181 - DC Mode Sounds CV.
